    全球气候变化是21世纪人类共同面临的重大挑战。面向碳中和的低碳、零碳乃至负碳技术将成为未来全球产业革命和科技竞争的关键。实现碳达峰、碳中和是关乎中华民族永续发展和亿万人民福祉安康的“国之大者”。一年前的今天,2020年9月22日,习大大总书记首次宣示我国碳达峰碳中和目标。这是党中央经过深思熟虑作出的重大战略决策,是我国实现可持续发展、高质量发展的内在要求,也是推动构建人类命运共同体的必然选择。在如此重要的国家战略部署面前,大学不可缺席,清华人必须有所担当。
2021年9月22日,清华大学正式成立碳中和研究院(简称碳中和院,英文名称Institute for Carbon Neutrality, 英文缩写ICON,THU)。碳中和院的成立,是清华大学在110周年校庆后的第一项重要战略举措,是学校主动抓住工科战略转型重大机遇的积极作为,是服务国家重大战略需求、深入贯彻国家关于碳达峰碳中和的重大战略部署,发挥一流大学在应对全球气候变化、实现碳中和基础理论与关键技术突破等方面创新引领作用的责任担当,也是为人类命运共同体、为全球可持续发展贡献智慧与力量的重要举措。清华大学碳中和研究院为校级实体科研机构,院长由国家生态环境保护专家委员会副主任、中国工程院院士、清华大学环境学院教授贺克斌担任。
第十一届全国人大常委会副委员长华建敏,中国气候变化事务特使解振华,中国科协党组书记、书记处第一书记张玉卓,教育部党组成员、副部长钟登华,科技部党组成员陆明,国家气候变化专家委员会名誉主任、科技部原副部长刘燕华,华能集团党组书记、董事长舒印彪,中国核工业集团党组书记、董事长余剑锋,清华大学校长邱勇、党委书记陈旭,积极响应和参与研究院成立的十余位中国科学院及中国工程院院士、文科资深教授等相关领域专家学者出席会议,清华大学副校长曾嵘主持会议。

习大大总书记在110周年校庆前夕考察清华时对学校的发展成就高度肯定并指出,清华大学秉持自强不息、厚德载物的校训,深化改革、加快创新,各项事业欣欣向荣,科研创新成果与国家发展需要丝丝相扣,展现了清华人的勇毅和担当。总书记强调:“要用好学科交叉融合的‘催化剂’,加强基础学科培养能力,打破学科专业壁垒,对现有学科专业体系进行调整升级,瞄准科技前沿和关键领域”。服务国家是大学最崇高的使命,清华大学始终坚持与祖国共进、与时代同行。

从1956年为服务国家经济建设对科学技术的需求,集中优势力量创办包括半导体技术在内的一批新专业,到今年4月22日成立集成电路学院,集中精锐力量投向关键核心技术主战场,为实现集成电路学科国际领跑、支撑我国集成电路事业自主创新发展作出关键贡献;从1958年抓住国家发展原子能事业的重大机遇,主动担当筹建原子能科学实验基地(“200号”),到今年9月12日,由清华大学与华能集团、中核集团共同研发建设的石岛湾高温气冷堆核电站示范工程1号反应堆首次达到临界状态;从2018年主动请缨成立航空发动机研究院,推动我国航空发动机事业的创新发展,到2020年4月2日,成立万科公共卫生与健康学院,建设国际一流水平的新型公共卫生与健康学科,培养未来引领国际公共健康事业发展的高层次人才……在国家发展历史上的每一个关键时刻,永远都有清华人自强不息的奋斗身影。

      在关注气候变化、实现可持续发展方面,清华大学一直在积极行动。从1998年提出建设“绿色大学”,到2017年12月,学校成立清华大学气候变化与可持续发展研究院,再到2019年5月,清华大学倡议成立“世界大学气候变化联盟”。2020年1月,习大大总书记给世界大学气候变化联盟的学生代表回信,对大家就关乎人类未来的问题给予的共同关切表示赞赏,期待同学们为呵护好全人类共同的地球家园积极作为。在新的征程上,清华人依然会坚守自强的精神底色,依然会以创新为矢志不渝的追求,为国家发展、社会进步不断作出新的贡献。
清华大学在建设碳中和研究院方面已有深厚积累,在低碳发电与动力、新型电力系统、零碳交通、零碳建筑、工业深度减排技术、减污降碳协同增效、CCUS与碳汇、气候变化与碳中和战略等若干个碳中和核心研究领域,已取得一批具有先进水平的创新成果。同时,清华大学与重点企业围绕双碳主题展开联合研究,深化校企合作。在绿色低碳发展战略领域,与中国长江三峡集团有限企业、中国华能集团有限企业、太古地产有限企业、丰田汽车企业等国内外重点企业联合共建校级研究机构,并积极推动气候变化国际交流合作,主动搭建高层次交流平台,已建成包括清华大学气候变化与可持续发展研究院在内的多个校级研究机构,用“硬核技术”支撑国家双碳战略实施。就在4天前,9月18日,清华大学与中核集团、华能集团、宝武钢铁集团、中信集团签约共建高温气冷堆碳中和制氢产业技术联盟,以我国先进的高温气冷堆技术为基础,通过超高温气冷堆制氢的研发,开发氢冶炼、氢化工等应用技术,将高温气冷堆技术与钢铁冶炼、化工等具体应用场景相结合,打造工业规模示范项目,并在国内外开展产业化推广,努力实现相关行业的二氧化碳极低排放,助力碳中和梦想变为现实。
清华大学碳中和研究院将创新理念和机制,努力打造服务国家发展新格局的新型战略平台。研究院将围绕碳中和打造技术创新中心、高端智库战略中心、高层次人才培育基地、合作交流传播平台。下一步,清华大学将充分发挥多学科、多平台的优势和深厚的人才积累,在低碳发电与动力、新型电力系统、零碳交通、零碳建筑、工业深度减排、减污降碳协同增效、CCUS与碳汇、气候变化与碳中和战略等方向重点发力,力争在碳中和主战场与关键技术突破方面发挥引领作用。其中:
零碳交通主战场上清华车辆与运载学院针对新能源汽车电池安全性问题,攻克了车用动力电池性能优化控制与系统集成设计的技术难题,研发了系列化的燃料电池商用车动力系统,在国际上率先开展了燃料电池汽车在寒区大规模商业化示范。该团队继续向研发世界领先水平的高安全、长寿命车用新能源动力系统进军。清华建筑学院开发了“光储直柔”新型建筑零碳电力系统、中深层地热能热泵零碳供热系统等关键技术,形成了国际领先的零碳建筑设计方法和管理技术体系。是降碳减排的排头兵。清华大学能动系研发了具有完全自主常识产权的循环流化床燃烧技术和设计理论体系及先进煤气化技术。核研院设计了世界首座球床模块式高温气冷堆示范电站并完成商业示范。在氢能发电方面攻克了固体氧化物电池从机理到集成匹配的电池全产业链关键技术。是实现双碳目标的核心枢纽。电机系构建了高比例新能源电力系统安全控制理论、电力装备与系统高效仿真、碳排放流模拟平台,研发了多类型储能技术与关键装备,为实现以新能源为主体的新型电力系统提供了关键装备和“智慧大脑”。材料学院在高效制氢光/电催化剂、光伏能量转化材料研制技术上提供了系列重要支撑。化工系研发了下行床原油直接裂解制化学品等成套技术,开拓了一条从“化石燃料”到“化石材料”产业链变革的关键技术路径。减污降碳协同增效是贯彻落实习大大生态文明思想、深入打好污染防治攻坚战的关键途径和重要抓手。环境学院研发了循环经济共性技术、污染物高精度追踪数据库与实时反演技术,形成了减污降碳和资源能源高效利用成套技术方案与装备,地学系构建了生态系统碳汇和全球碳排放数据库,为推动经济社会发展全面绿色转型提供理论和技术保障。
CCUS与碳汇是实现双碳目标的托底技术。近20年来,能动系、化工系、土水学院、地学系等多院系协同开展了CO2捕集、地质封存与增产油、气、热利用研究,建成了从原子、孔隙尺度到岩心、大规模尺度的模拟方法和实验平台。研究成果应用于国内外CCUS示范项目中。

气候变化与碳中和战略方面气候变化与可持续发展研究院、核研院围绕我国中长期低碳发展战略与转型路径开展系统研究,经管学院、公管学院、五道口金融学院组织了碳中和全球经济政策的高端研讨,为国家“双碳”目标的决策和实施提供了科学支撑。未来计划在碳中和高端国际论坛和国际科技传播两个方向发力,并由清华大学碳中和研究院倡议并建立碳中和技术国际联盟。
碳中和研究院将转变学科单一发展的惯性,发挥学校基础研究深厚和学科交叉融合的优势,实现多院系多学科联合创新,集中优势资源加快突破碳中和领域关键核心技术攻关,攻克一批碳中和“卡脖子”关键核心技术。积极参与创新联合体建设,形成跨行业、跨领域、跨区域碳中和关键技术合作集成平台,不断深化校地合作,对接地方低碳发展与企业转型需求,合作共建绿色低碳示范企业、示范城市(群),促进科技成果转化。推进与世界一流大学和学术机构的合作交流,组织开展国际合作战略研究,参与国际碳中和领域大科学计划和大科学工程,宣传、传播清华碳中和国际合作与技术发展前沿,提高在国际碳中和技术领域的影响力。
